Provo allowed detached ADUs only inside overlay zones. That ends October 1.

Provo has some of the most restrictive detached ADU rules in Utah County — permitted only in specific overlay zones, sized between 300 and 800 sq ft, and carrying a four-space parking requirement. The city is reworking the ordinance and has published a map of newly eligible parcels; a 40% accessory lot-coverage cap is under discussion.

“A specified municipality shall adopt a land use regulation that permits a detached accessory dwelling unit on any lot or parcel that is 11,000 square feet or larger…” — S.B. 284, Enrolled Copy, Utah Code § 10-21-304, effective October 1, 2026.
